In terms of headaches, although there are 7 cervical vertebrae (or bones in this portion of the spine), it is strictly those “muscles, joints, and ligaments of the upper three cervical segments,” says the Journal of Manipulative and Physiological Therapeutics, that “have been shown to be capable of causing headaches.” In addition, the other bones, membranes, and blood vessels supporting the neck (or, respectively, the posterior cranial fossa, dura mater, and vertebral artery) that can be responsible for headaches.
